It has exposed weak points in how the livestock sector is planned, monitored and protected. Surely many will say this is \u201cjust\u201d about farming. But is it?<\/p>\n\n\n\n<p>A newly submitted set of reports to President Nikos Christodoulides lays out a 12-year programme to rebuild the livestock sector from 2027 to 2038. The plan is described as highly modernising, with total investment of \u20ac610.92 million and a strong focus on biosecurity, animal welfare and smarter production.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"whyisa12yearfootandmouthrecoveryplanbeingproposed\"><strong>Why is a 12-year foot-and-mouth recovery plan being proposed?<\/strong><\/h2>\n\n\n\n<p>Because the outbreak did not happen in a vacuum. The crisis led to the culling of more than 84,000 animals and major losses in milk production, and it showed structural problems built up over decades. These included dense clustering of livestock units, inadequate biosecurity, limited monitoring, and uncontrolled animal movements.<\/p>\n\n\n\n<p>In other words, the sector needs reform, not short-term fixes. And the programme aims to rebuild trust and stability across milk production, meat production and genetic improvement.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"whatisthetotalfundingandhowwillcypruspayforit\"><strong>What is the total funding and how will Cyprus pay for it?<\/strong><\/h2>\n\n\n\n<p>The programme totals \u20ac610.92 million, but the key question is fiscal capacity. The government has requested an Economic Impact Study to assess what can realistically be sustained each year, alongside wider state priorities.<\/p>\n\n\n\n<p>It also plans to explore co-financing through EU community funds. That matters because the proposed funding is significantly higher than public support provided between 2014 and 2025, which amounted to \u20ac91.5 million. Clear budgeting and reporting will be essential if the reform is to stay on track.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"whatarethefourpillarsofthelivestockrecoveryactionplan\"><strong>What are the four pillars of the livestock recovery action plan?<\/strong><\/h2>\n\n\n\n<p>The action plan is structured around four main areas of work, each with its own budget and outcome focus.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Restructuring sheep and goat farming (\u20ac372.2 million):<\/strong>\u00a0creating or upgrading units, genetic improvement, development of the local Machairas goat breed, and replenishing stock lost to culling.<\/li>\n\n\n\n<li><strong>Restructuring cattle farming (\u20ac134 million):<\/strong>\u00a0genetic improvement, synchronised unit creation, unit upgrades or purchases, and preservation of the local Cypriot cattle breed.<\/li>\n\n\n\n<li><strong>Horizontal measures (\u20ac41 million):<\/strong>\u00a0organised calf and lamb\/kid fattening units, fencing and electronic biosecurity systems, decongestion of overburdened areas, and live monitoring plus animal welfare improvements.<\/li>\n\n\n\n<li><strong>Scientific support (\u20ac63.7 million):<\/strong>\u00a0accredited research laboratories for milk and meat, a sperm and embryo bank, smart farming teams, a mandatory electronic file for every unit, and welfare indicator monitoring.<\/li>\n<\/ul>\n\n\n\n<p>This is not just a \u201cspend and hope\u201d approach. It links production systems, location rules, monitoring and science into one delivery model.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"howwilllocationandbiosecurityruleschangeafterthecrisis\"><strong>How will location and biosecurity rules change after the crisis?<\/strong><\/h2>\n\n\n\n<p>The reports point to a land-use model that treated livestock units like industrial zones rather than living biological systems. Many units were concentrated in ways that increased risk, including shared access routes and weak separation.<\/p>\n\n\n\n<p>So, will new rules actually reduce outbreaks? The programme suggests major regulatory changes, including transferring operational management of livestock areas exclusively to the Department of Agriculture, raising plot coverage ratios, and setting distance requirements between independent units. It also proposes strict separation for milk production, meat production, fattening, breeding and quarantine.<\/p>\n\n\n\n<p>A unified electronic monitoring system using GPS trackers for transport of feed, animals, milk and waste is also proposed. That kind of data-led approach can help stop disease spread faster when it starts.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"whatproductiongoalsarebeingtargetedformilkandanimalproductivity\"><strong>What production goals are being targeted for milk and animal productivity?<\/strong><\/h2>\n\n\n\n<p>The plan\u2019s strategic goals are clear: improve productivity rather than relying on uncontrolled growth in animal numbers. For sheep and goats, it targets doubling milk production to meet demand for PDO halloumi, through higher-yield animals introduced each year. For cattle, the aim is at least 10,000 litres of milk per cow annually, returning total production to pre-crisis levels with a smaller, more sustainable population.<\/p>\n\n\n\n<p>To support oversight, the programme proposes a permanent Scientific and Research Consortium, with core partners including research and higher education bodies.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"wheredobusinessesandinvestorsfitintothisreformstory\"><strong>Where do businesses and investors fit into this reform story?<\/strong><\/h2>\n\n\n\n<p>Even if you are not directly farming, this programme will shape supply chains, planning, compliance and long-term investment decisions.
